什么情况下机电证需要招标
In what circumstances do electrical andmechanical licenses require bidding
下列机电产品的采购必须进行国际招标：
The following procurement of mechanical andelectrical products must be subject to international bidding:
（一）   关系社会公共利益、公众*的基础设施、公用事业等项目中进行国际采购的机电产品
Electromechanical products of international procurement inprojects of public interest, public safety and public utilities
（二）   全部或者部分使用国有资金投资项目中进行国际采购的机电产品；
To use all or part of the mechanical and electronic productsof international procurement in state-owned capital investment projects;
（三）   全部或者部分使用国家融资项目中进行国际采购的机电产品；
To use all or part of the mechanical and electronicproducts for international procurement in national financing projects;
（四）   使用国际金融组织或者外国贷款、援助资金（以下简称国外贷款）项目中进行国际采购的机电产品；
The use of international financial organizations or foreign  loans and aid funds (hereinafter referred to as foreign loans) forinternational procurement of mechanical and electrical products;
（五） 采购项目中进行国际采购的机电产品；
Mechanical and electrical products for internationalprocurement in   procurement projects;
（六）   其他依照法律、行政法规的规定需要国际招标采购的机电产品。
Other laws and administrative regulations requireinternational bidding for mechanical and electronic products.
 
什么情况下机电证不要招标
In what circumstance does mechanical andelectrical certificate do not invite bid
（一）   国（境）外赠送或无偿援助的机电产品；
     Mechanical and electrical products that are given away or assisted bythe state outside the country;
（二）供生产配套用的零件及部件；
     Parts and parts for supporting production;
（三）旧机电产品；
     Old mechanical and electrical products;
（四）1次采购产品合同估算价格在100万元人民币以下的；
  The contract of purchase product is estimated to be below RMB 1million.
（五）外商投资企业投资总额内进口的机电产品；
  Mechanical and electrical products imported from foreign investedenterprises in total investment;
（六）供生产企业及科研机构研究开发用的样品样机；
      Sample machine for research and development of production enterprisesand scientific research institutions;
（七）**确定的特殊产品或者特定行业以及为应对国家重大突发事件需要的机电产品；
     Special products designated by the state council or specific industriesas well as the mechanical and electronic products needed to cope with the majoremergencies of the state;
（八）产品生产商优惠供货时，优惠金额**过产品合同估算价格50%的机电产品；
     When the products manufacturer preferential supply, the preferentialamount exceeds the product contract to estimate the price 50% of the mechanicaland electrical products;
（九）供生产企业生产需要的**模具；
     Special mold for production of production enterprises;
（十）供产品维修用的零件及部件；
     Parts and parts for product maintenance;
（十一）根据法律、行政法规的规定，其他不适宜进行国际招标采购的机电产品。
      Other mechanical and electronic products that are not suitable forinternational bidding in accordance with the provisions of laws andadministrative regulations.
